Leadership
Paul Karner, PhD
Chief Executive Officer
Paul is a PhD economist, former research director, and veteran of Analysis Group, one of the largest private economics consulting firms in the world. His career spans health economics, international development, quantitative policy research, and strategic advisory across organizations ranging from state government agencies to global corporations.
Before founding Horizon, Paul served as Research Director at the Betsy Lehman Center for Patient Safety, where he built the agency's research program from scratch — assembling the team, securing data access, and translating complex findings into executive briefings for policymakers and board members. Prior to that, he spent nearly four years at Analysis Group managing case teams, leading client relationships, and designing analyses across the firm's health care and broader practice areas.
Paul holds a PhD in Economics and an MA in Political Economy from Boston University, and dual bachelor's degrees in Economics and International Relations from the University of Pennsylvania. He has published in peer-reviewed journals and serves as an expert consultant on health care and safety for the Massachusetts Department of Public Health.
