Paul Karner, PhD

Paul is an economist and data scientist with professional experience in the private, public, and non-profit sectors. He is a veteran of Analysis Group, one of the largest private economics consulting firms in the world. His career spans health economics, international development, quantitative policy research, and strategic advisory to private equity operating partners and management teams. At Horizon Data Partners, he works with PE-backed companies as an embedded head of analytics.

Before founding Horizon Data Partners, Paul served as Research Director at the Betsy Lehman Center for Patient Safety, where he built the agency's research program from scratch — assembling the team, securing data access, and translating complex findings into executive briefings for policymakers and board members. Prior to that, he spent more than four years at Analysis Group managing case teams, leading client relationships, designing analyses across the firm's health care and broader practice areas, and publishing in peer-reviewed journals. Paul was also a Lecturer at Boston University, where he taught Law & Economics and Intermediate Microeconomics, and a Research Assistant at the Peterson Institute for International Economics.

Paul holds a PhD in Economics and an MA in Political Economy from Boston University, and dual bachelor's degrees in Economics and International Relations from the University of Pennsylvania. In his spare time, he enjoys spending time with his wife and three children, playing tennis and viola, and reading.
